Welcome to the December 2008 issue of GovFacility eNews.  This is a monthly e-newsletter providing news, events, and other information for public sector facility managers responsible for the management, maintenance, and security of buildings occupied by government employees and used by citizens.  We realize facilities management is a tremendous responsibility, more so than ever in the wake of 9/11, often with little or no increase in funding, while you are often called to do more with the same or less.  We hope to offer information that helps you make decisions, and we hope that you will share information with us regarding news and stories, best practices, products and services, events -– anything germane to your needs as facility management professionals.  The www.GovFacility.com web site contains information we think you will find helpful.  Let us know how we are doing and what other sorts of information you require.

USGBC:  Congress forms high-performance buildings caucus.  December 11, 2008.

The newly formed High-Performance Buildings Congressional Caucus may not be on the radar of many climate enthusiasts, but expect it to be a growing voice in next year's energy debate on Capitol Hill.

Co-chaired by Reps. Russ Carnahan (D-Mo.) and Judy Biggert (R-Ill.), the House caucus has more than a dozen members and will launch a membership drive early next year, largely focused on attracting Republicans and incoming freshmen on the Energy and Commerce Committee. The group will focus on increasing energy efficiency and lowering the carbon footprint of buildings.

President-elect Barack Obama has called for energy efficiency and home weatherization as major priorities in a green agenda that could also help revitalize the nation's slumping economy.

Some caucus members are already considering introducing green-building legislation that experts expect say could include tax incentives and implementation of a smart-grid system.

Caucus members are also eyeing economic stimulus or climate bills as potential vehicles for green measures, according to Carnahan spokesman Jim Hubbard.

"This is a largely bipartisan issue," Hubbard said. "All options are on the table."

The green buildings issue will likely be one of the easiest energy-related ideas to move through Congress next year. It has attracted the support of environmentalists and much of the business sector, which would profit from a green jobs push.

Oak Ridge National Laboratory (ORNL) releases new report detailing potential of combined heat and power.  December 4, 2008.

Oak Ridge National Laboratory (ORNL) has released Combined Heat and Power: Effective Energy Solutions for a Sustainable Future, a new report highlighting Combined Heat and Power (CHP) as a realistic solution to enhance national energy efficiency, ensure environmental quality, promote economic growth, and foster a robust energy infrastructure. The report provides an in-depth discussion of current opportunities and challenges to more widespread national CHP deployment, and sets the stage for future policy dialogue aimed at promoting this clean energy solution.

The report asks "What if 20% of generating capacity came from CHP?" If the United States attained this goal by 2030, benefits would include:

  • A 60% reduction of the projected increase in carbon dioxide (CO2) emissions by 2030—the equivalent of removing 154 million cars from the road.
  • Fuel savings of 5.3 quadrillion British thermal units (Btu) annually—the equivalent of nearly half the total energy currently consumed by US households.
  • Economically viable application throughout the nation in large and small industrial facilities, commercial buildings, multi-family and single-family housing, institutional facilities, and campuses.
  • The creation of 1 million new highly-skilled, competitive "green-collar" jobs through 2030 and $234 billion in new investments throughout the United States.

CHP, also known as cogeneration, is the concurrent production and use of electricity or mechanical power and useful thermal energy from a single fuel source. CHP includes a suite of technologies that can use a variety of fuels to generate electricity or power at the point of use, allowing normally lost heat to be recovered to provide needed heating or cooling. Using CHP today, the United States already avoids more than 1.9 quadrillion Btu of fuel consumption and annual CO2 emissions equivalent to removing more than 45 million cars from the road.

The report is a joint effort between the Department of Energy's Industrial Technologies Program (ITP) and Oak Ridge National Laboratory and involved substantial input and review by a range of industry, association, and non-governmental stakeholders.

Survey from Construction Equipment’s Annual Report and Forecast predicts "off" construction year in 2009.  December 19, 2008.

Construction Equipment has published its Annual Report & Forecast for more than 25 years, surveying the nation’s fleets for a look on the year just ended and forecasting prospects for the new year ahead.

Our report is the largest exclusive survey in the industry of equipment owners and managers. We thank Case Construction Equipment, who has cosponsored this research for the sixth consecutive year. We include a look at the companies that supply construction equipment, too, partnering with The American Rental Association and the Associated Equipment Distributors.

About 10,000 questionnaires were mailed in September 2008, with about 2,000 usable questionnaires returned for an overall response rate of 19.8 percent. These are results from these surveys, and Construction Equipment is pleased to publish it as a service to the industry.
